In November 2018, Calfornia State Parks completed an audit of the current volleyball / athletics concession on Carlsbad State Beaches. The report was specific, detailed and very negative toward the concessionaire. The audit recommended immediate termination of the concession contract and a return to local State Parks management of beach operations.
The contract has not been terminated and State Parks is actively pursuing an expanded concession seemingly biased towards the current concessionaire. This males us wonder if senior Parks personnel, especially State Parks Director Lisa Mangat (who signed the new RFP), have ever reviewed their own audit.
